One principle of the common approach to competency for regulators is that there is a set of core competencies relevant to all regulators, regardless of the level and specific nature of their work. This was reflected in the initial structure of GRIP, which at its launch in November 2011 included a generic core regulatory skills section.
On the basis of stakeholder input a more holistic approach was agreed in September 2016, centred on new concise and principles-based core competencies, broadly applicable to regulators and people training as regulators, irrespective of whether they are working in the public or private sector.
Our intention is that these core competencies will be the shared foundation for the pending regulatory apprenticeship, for specialised training in specific regulatory areas, and for the continuous professional development of all qualified regulators. However, their interpretation will vary: the workplace expectations in relation to regulators at the start of their careers and those with long experience are clearly very different.

1The term ‘business’ is used throughout to denote a regulated entity. Some regulated entities are not businesses but may, for example, be individuals acting in a private capacity. Many of the core competencies will apply equally in these cases.
Understanding those you regulate
- C1 Understanding of the current business environment and the business sector(s) regulated
- C2 Understanding of how regulation and the way it is enforced can impact on the business communities and individual businesses regulated
- C3 Understanding of the factors that affect business approaches to compliance
- C4 Ability to engage constructively with business

Planning your activities
- D1 Ability to act within your role and area(s) of responsibility
- D2 Ability to make appropriate intervention choices, drawing on your understanding of the context in which you operate, of those that you regulate, and of the use of risk-based approaches so as to have the greatest impact
- D3 Ability to work effectively with other organisations
- D4 Ability to plan your work, and that of your team2, so as to deliver your responsibilities efficiently
2The reference to the officer’s team does not imply a ‘team leader’ role but recognises that officers within a team, or a group of officers delivering a project, may work collaboratively to plan activities.
